The Financial Feasibility Report is to demonstrate the financial feasibility of the projects contemplated by the expanded Lake and River Districts and the new Atlas District. The report summarizes the real-estate market analysis, conceptual site and infrastructure improvement plans and costs, and outlines a development strategy necessary for viable project funding through land sales and tax increment financing. This analysis was required by Idaho's urban renewal law for amendments to the existing Lake and River Urban Renewal Districts, and formation of the new Atlas Urban Renewal District in the City of Coeur d'Alene, and were completed by Welch-Comer Engineers in partnership with Heartland Real Estate Advisors, GGLO Design, Bernardo Will Architects, ignite cda, and the City of Coeur d'Alene.
