Master Plan and Financial Feasibility Report for the Atlas Waterfront Project are Now Available Online

The City's adopted Master Plan and Financial Feasibility Report for the Atlas Waterfront project are now available online.
The Master Plan reflects the public input on the Atlas Waterfront project received in 2018, and is intended to achieve three objectives: (1) Reimburse the City's Atlas Site land purchase, fund site remediation and infrastructure and public space improvements through land sales and tax increment financing; (2) Preserve the waterfront land area as public space; and (3) Create a unique and desirable addition to the City. The purpose of the Financial Feasibility Report is to demonstrate the financial feasibility of the projects contemplated by the expanded Lake and River Districts and the new Atlas District. The report summarizes the real estate market analysis, conceptual size and infrastructure improvement plans and costs, and outlines a development strategy necessary for viable project funding through land sales and tax increment financing. These analysis were required by Idaho's urban renewal law for amendments to the existing Lake and River Urban Renewal Districts, and formation of the new Atlas urban Renewal District in the City of Coeur d'Alene, and were completed by Welch-Comer Engineers in partnership with Heartland Real Estate Advisors, GGLO Design, Bernardo Will Architects, ignite cda, and the City of Coeur d'Alene.
