City of Coeur d'Alene CDBG Community Opportunity Grants


Each year, the City of Coeur d’Alene invites competitive grant proposals for projects that benefit low-to-moderate income (LMI) people or neighborhoods, and/or promote job creation/economic development. Funding for the City’s CDBG Program is provided through the U.S. Department of Housing and Urban Development (HUD), (reference 24 CFR Part 570). Applicants must comply with all applicable federal, state, local laws and regulations. Each year, Community Opportunity Grant funding is made available, with a maximum of 15% of the total allocation available for public service projects. Other eligible projects will also be considered, including Public Facilities, Economic Development and LMI Affordable Housing.  Minimum proposal requests of $35,000 will be accepted.

The City of Coeur d’Alene hereby gives Notice of Funding Availability (NOFA) as part of the CDBG Community Opportunity Grant and invites competitive grant proposals for projects that benefit low-to-moderate income (LMI) people or neighborhoods in the City of Coeur d'Alene. Funding for the grant program comes from the City’s CDBG allocation, which is funded by the U.S. Department of Housing and Urban Development (HUD), (reference 24 CFR Part 570).

Approximately $200,136 will be available from Program Year (PY) 2023 funds and approximately $147,786 from future PY 2024 funds.  A maximum of $43,784 will be available for Public Service projects in each program year.  Eligible projects will be considered, including Public Facilities, Public Services, and LMI Affordable Housing, including for-sale and for-rent products.  Minimum proposal requests of $35,000 will be accepted for all projects.  Applicants and funding requests must comply with all applicable federal, state, and local laws and regulations.

An Educational Workshop will be held in-person on June 6, 2024, at 4:00 p.m.  To participate in the workshop, plan to attend in-person at City Hall, 710 E. Mullan Ave, Conference Room 6.

National Objective Codes

The Three (3) Main National Objective Codes We Use Are: 

  • LMA Low/mod area benefit Activities providing benefits that are available to all the residents of a particular area, at least 51% of whom are low/mod income.

LMA areas can be identified using the  City's LMI Census Tracts Map

  • LMC Low/mod limited clientele benefit Activities that benefit a limited clientele, at least 51% of whom are low/mod income. LMC activities provide benefits to a specific group of persons rather than to all the residents of a particular area.
  • LMH Low/mod housing benefit Activities undertaken to provide or improve permanent residential structures that will be occupied by low/mod income households.
